There are no clues to the identity of the sender. The initials look like LG. The postmark is too smudged to determine where the card was posted and so no hints there.
the recipient
Elizabeth Rimmer (1884-?) was the daughter of John Rimmer (1858-1896) and Margaret Blundell (1858-?). John was an agricultural labourer.
Elizabeth was one of seven children. She also had an elder half-brother. In 1901 and 1911 she was working as a servant for John Wilson (1834-1916) who was a saddler.
After 1911 there are a number of possible deaths and marriages, but none which can be positively linked to Elizabeth.

what the card says to us
The picture shows The Landing Stage in Liverpool. This was a floating platform and no longer exists. The riverfront area is now known as the Pier Head. (https://en.wikipedia.org/wiki/Pier_Head). The picture shows a large crowd of people milling about. Who were they and what happened to them?
The postmark is very badly smudged to be positive about where it was posted.
The sender has included a joke on the front of the card. Presumably the weather was wet.
An interesting aspect is that the card is addressed care of Mr Wilson, Saddler, Halsall. Saddler is Wilson’s profession and not a location.
The big question from the message is about the coupon. What was it for? Photograph? Where was it from? Newspaper? Magazine?
