The sender was Mabel Blanche Renny (1879-1949) nee Start, daughter of William Thomas Start (1850-1892) and Elizabeth Tollick (1849-). She was married to Percy Tosh Renny (1878-1937), a shopkeeper. This is a bit of speculation because apart from the card there appears to be nothing to link Mabel to Frances Mantz.

what the card says to us
The picture on the card is a local Plymouth beauty spot.
The message on the card is basically an address, and it is not the address of the sender, Mabel Renny. One has to conclude that the sole purpose of the card being sent was to provide the address. You have to assume that Nelson House, which does not appear to exist any longer, was not a pub because of Frances' links to the Temperance Movement. Maybe it was a Guest House. That begs the question as to why Frances needed the address of a Guest House in Plymouth. Presumably someone, maybe Frances herself, was planning a trip.
What is the connection between Mabel and Frances. Perhaps it was the Temperance Movement. Maybe they had an acquaintance in common.
Is the date of 2 days after Christmas of any significance?
