There is nothing to identify the owner of the initials GL. It is possible that it is the recipients elder brother George Ernest Langley (1888-1968).
the recipient
Priscilla Langley (1890-1958) was the daughter Thomas Henry Langley (1846-1904) and Rebecca Wadlow (1850-1922). Thomas was a general labourer.
Priscilla was one of 15 children, only 11 of whom are still alive at the time of the 1911 census. In the 1911 census Priscilla was working as a Dressmaker in Marylebone, London. She did not marry and was living in South Africa when she died in 1958.

The picture is a birthday card of its time, complete with cheesy rhyme.
The message could not be much briefer.
The card tells us virtually nothing. The only curious thing is that in 1911 Priscilla was not living in the family home to which the card was sent.
