Jessie Bradshaw (1903-1991) was the daughter of Walter Fulgham Bradshaw (1878-) and Lilly Foster (1880-). Walter was a picture frame maker. The 1911 census says that Walter and Lilly had 6 children altogether, but only 3 were still alive in 1911. When Jessie sent this card she was 9 years old. In 1925 she married William Goodison (1906-1984). Walter Fulgham's father was also called Walter Fulgham (1850-) (if that is the right spelling) and so is his eldest son (1900-). So there are at least 3 generations of Walter Fulgham Bradshaw.
the recipient
Ruth Victoria Bradshaw (1901-1983) was the eldest daughter of Matthew George Bradshaw (1873-1921) and Louisa Percival (1877-1951). Matthew was a pocket blade grinder, which is probably not an uncommon profession in Sheffield. Ruth had two sisters Ellen (or Helen) (1903-1930) and Louisa (1910-1969). Ruth and Ellen did not marry.
Louisa married Horace Vick (1899-1981) in 1954 when she was 44. Horace had been previously married to Edith Anne Duckenfield (1900-1953). In 1939 Horace was an inspector on the railways having previously served in the air force in WWI where he was a prisoner of war in France.
In 1939 Ruth and Louisa were living with their widowed mother. Ruth was employed as a "cutter out cabinet ???" and Louisa as "packer gift scheme".

what the card says to us
Despite the fact that the wording on the front of the card leaves you in no doubt that this is a birthday card, the arrangement has a funereal look about it.
Both the address of the sender, Brittain Street and the recipient, Dacre Street were in the centre of Sheffield. Dacre Street no longer exists.
