That is Isabell Wrathall (1903-1980). This is based on the signature of Bell, similarities in the handwriting, the style of the card, the location of Lancaster and the year of 1916.

Jane Wrathall (1890-1978) was the youngest child of James Wrathall (1850-1931) and Emily Bargh Dickenson (1850-1923). Details of her parents can be found on this page

Jane was in service in Caton, Lancashire in 1911. In 1923, aged 33, she married Thomas Armer (1889-1980), a steam roller driver by trade. They had one child.
