the recipient
George Clementson Nixon (1890-1974) was the son of George Clementson Nixon (1858-1917) and Mary Hall Coulson (1858-1927). The "Clementson" comes from George senior's mother Margaret Clementson (1821-1879). George senior was a Consultant Engineer.
In 1911, George junior was working as a clerk in his father's business. By 1939 he was working as an insurance inspector. In 1923 he married Elena S James (1888-1933).

what the card says to us
The picture is untitled and shows some people on a quayside waving farewell to what is possibly a fishing boat. There seems to be no connection to the message or the locations.
The message is strange as it is an apology for the card.
George Clementson Nixon junior appears to be known as Clem.
