The initials are not clear and therefore there is no clue the identity of the sender.

the recipient

Evelyn A Hannigan (1889-1975) was the daughter of Anthony James Hannigan (1884-1924) and Delia (1855-?). Delia's maiden name is unknown and she died some time between 1901 and 1911.

Anthony and Delia had 11 children in total. At the time of this card being sent, only 4 remained alive. These were William Joseph Hannigan (1881-?), Nina Hannigan (1884-?), Evelyn and Mona (1892-?). All of the children were born in Pennsylvania, USA. Anthony and Delia were also american. Anthony was a publican/hotel manager. In 1901 he was managing the Bridge Inn in Bishop Auckland. At the time of the card, the family was at the Commercial Hotel in Barnard Castle. 

William married Ellen Marie Flynn (1872-?) in 1903. Curiously he claimed to have been born in the UK when he enlisted for WWI.

Evelyn married Michael Joseph O'Sullivan (1884-1944) in 1919. She moved back to America before she died. Michael was a policeman. Evelyn is known as Lena within the family.

Mona appears to have died between 1901 and 1911 but no record can be found.

Nina cannot be traced beyond 1911.

During the 1890s and early 1900s, the family frequently travelled between the UK and the USA.

what the card says to us

The picture shows Miss Margaret Fraser (1876-1972), and Edwardian actress (http://www.soldiersofthequeen.com/TheLimelight-MissMargaretFraser.html). It appears to have no connection to the Hannigan family except that, from looking at other cards, they frequently sent cards featuring actresses.

Sadly the location of the cold weather and lack of enjoyment cannot be identified from the postmark which is indistinct.
